Empowering National Talent and Preparing Them for the Job Market

Ministry of Labour and One Supply Oman Sign MoU to Launch the “Isnad” Program, with the National University of Science and Technology Delivering Training for 160 Job Seekers

Muscat, 29 September 2026

In line with national efforts to create sustainable employment opportunities and empower Omani talent, the Ministry of Labour has signed a Memorandum of Understanding (MoU) with One Supply Oman, a subsidiary of Energy Oman, to train and qualify 160 job seekers through the Isnad Program. The company has also signed an agreement with the National University of Science and Technology to develop and deliver the program.

The initiative reflects a collaborative model between the public and private sectors to prepare skilled national talent that meets labour market needs and enhances the readiness of Omani youth to contribute to the supply chain and logistics sector, one of the key enablers of economic diversification in the Sultanate of Oman.

The MoU was signed on behalf of the Ministry of Labour by H.E. Eng. Khalid bin Salem Al Ghamari, Undersecretary of the Ministry of Labour for Labour Affairs, and on behalf of One Supply Oman by Mazin bin Rashid Al Lamki, Chief Executive Officer of Energy Oman. In addition, the agreement to deliver the program was signed between One Supply Oman and the National University of Science and Technology, represented by Dr. Ali Al Bimani, Vice Chancellor of the National University of Science and Technology.

The three-year program will be delivered through successive training cohorts targeting graduates from supply chain and logistics-related disciplines. Participants will undergo specialized training developed in collaboration with the National University of Science and Technology and aligned with industry requirements and international best practices.

A key feature of the Isnad Program is its focus on linking training outcomes directly to labour market demand. Under the agreement, One Supply Oman will provide employment opportunities for a specified percentage of participants who successfully complete the program, helping to create sustainable career pathways and deliver long-term socioeconomic impact.

The program will also focus on assessing workforce requirements within the supply chain sector, identifying available employment opportunities, and defining the technical and professional competencies required by employers. This approach will equip participants with the knowledge, skills, and practical experience needed to compete effectively in the job market and contribute to the continued growth of Oman’s logistics and supply chain ecosystem.

The initiative forms part of One Supply Oman’s commitment to supporting national development and enhancing in-country value by investing in Omani talent and equipping future generations with the capabilities required to drive a more competitive, resilient, and sustainable economy.

Through strategic partnerships such as Isnad, Energy Oman and its subsidiaries continue to strengthen workforce readiness, develop national capabilities, and contribute to the objectives of Oman Vision 2040 by creating meaningful opportunities for Omanis in high-potential sectors that support long-term economic growth and sustainability.
